Japan’s aging population and its lack of children have never been so prominent. In order to alleviate the plight of the aging and childless population, the Japanese government has also taken some positive measures to encourage families to have more children:
First, like a one-off subsidy for child-bearing families. In Japan, when a child is born, the family who gives birth to a child can get a one-time child care fee of 420000 Japanese yen, equivalent to more than 22000 yuan. If the maternity join the health insurance portfolio, the family can also get the child care fee issued by the health insurance.
Second, give birth subsidies to women. For all the people who join the health insurance, they have to stop working for a period of time because they have children. If they can’t get social remuneration, they can get maternity allowance from the insurance institution, which is equivalent to about 2 / 3 of the woman’s daily wage. They can get this allowance 42 days before the birth and 56 days after the birth. This greatly eased the problem that the income of the mother was affected due to her inability to work during the childbearing period.
Third, free school, children do not need money to read. The Japanese government passed a resolution in March 2019, which will be implemented from October. Japanese children aged 0-5 can go to kindergartens and nursing homes free of charge, and reduce the tuition fees and enrollment fees of students from low-income families, which may reduce the burden of raising children in families and reduce the fertility pressure of young couples. However, the move has had little effect, and Japan’s fertility rate continues to decline, constantly reaching a new low.
However, many people are surprised that since Japan feels its population is so small, why not let go of the immigration policy and let its own people desperately raise children? In this regard, we analyze the following reasons: first of all, Japanese society is afraid that immigrants rob their welfare. It’s a win-win situation for immigrants to work in Japan and pay them wages. But if these workers are allowed to immigrate to Japan, the Japanese are afraid that they will steal all the benefits, such as providing education, medical care and other social benefits to the immigrants. However, Japan is short of domestic resources. If a large number of immigrants are allowed to enter again, it will inevitably affect the welfare of its own immigrants, which is easy to cause The contradiction between Japanese and immigrants.
